Our Mission
The Energy Performance Certificate (EPC) Unit is committed to ensuring the effective implementation of the Energy Performance of Buildings Regulations (S.L. 623.01) through the administration of a transparent, reliable and efficient certification framework.
The Unit supports the Building and Construction Authority's commitment to promoting compliant and sustainable buildings by ensuring that EPCs are issued in accordance with the applicable legislative and technical requirements. Through collaboration with EPB Assessors, industry stakeholders and the public, the Unit promotes greater awareness of building energy performance and its contribution towards a more sustainable built environment.

Our vision is to contribute towards a built environment where energy performance is an integral element of building quality, sustainability and consumer confidence.
By fostering consistency, transparency and continuous improvement in the EPC framework, the Unit aims to support national energy efficiency objectives while providing reliable information that enables property owners, buyers and occupants to make informed decisions.
Our Scope
The EPC Unit administers the Energy Performance of Buildings Regulations (S.L. 623.01), which transpose the requirements of the European Union Energy Performance of Buildings Directive into Maltese legislation.
The Unit is responsible for:
- administering the national Energy Performance Certificate (EPC) framework;
- maintaining the national register of Energy Performance Certificates;
- overseeing the registration and administration of EPB Assessors;
- implementing quality assurance and independent control procedures for issued certificates;
- providing guidance and technical information to assessors, building professionals and the general public;
- supporting compliance with the legislative requirements relating to the energy performance of buildings; and
- promoting awareness of the benefits of energy-efficient buildings in support of Malta's environmental and sustainability objectives.
Through these functions, the EPC Unit contributes to improving the energy performance of Malta's building stock, reducing energy consumption and greenhouse gas emissions, while supporting the transition towards a more sustainable and resilient built environment.
